I cannot download a texture pack i deleted even though I it said I would be able to re download afterwards

When I check on the download, it has a bar. The bar never moves. It dosnt progress or anything. This happens once more. And after a year the second thing has not made progress. They both are texture packs. They are "better default texture pack" and classic skyblock". Classic skyblock has been downloading for about 8 months, and better default happens today. When the 1.16.2 hotfix released my texture back kind of broke. I tried to deactivate the pack and the only way I know was to delete it. It said I would be able to re download the pack later. When I deleted it. I decided to see if it worked. The pack was off, but it was stuck in a sort of limbo state where it was not usable but it was trying to download. The bar was not moving, and I could not equip the pack. Meanwhile, the classic skyblock pack was already like this. I had not deleted it, it just deleted itself and started downloading. The bar has not moved at all since. I don't know why this is happening, but I know it probably shouldn't. Please fix this bug, it confuses and sometimes frustrates me. Thank you! (Btw I'm not 100% sure what my affects version is so i put game version instead.) Btw my Minecraft account is BOMBSHELLPLAYZ4, not BOMBSHELLPLAYZ.
