Destroy feedback circle appears even when panning across the screen

Whenever I move my head in any direction (not intending to destroy a block), the destroy circle appears, following my finger, and will not go away unless I remove my finger from the screen. I noticed this several versions ago, but up until now it would disappear after it realized I was only panning, and not destroying a block.
