In public servers, can only see xbox live friends chat and nobody can see my chats

When I chat in public servers such as the hive on Minecraft bedrock edition, my xbox live friends can't see my chat, but I can see theirs. For people that aren't my friends, I can't see their chat and they can't see mine. I can see my own chats. I went to my xbox account and made sure everything was on allow and it was, I even signed in and out and restarted Minecraft. What else can I do?
