Spawned tropical fish does not float

Spawned tropical fishes (either spawned using an egg or a bucket of fish) does not float. I tried to fill every block of the aquarium with bucket of water but they still stay at the bottom.

I also observed that they despawn after some time. I wonder if they died because they drowned or they just disappeared.
