In some regions of my minecraft world I can't use the /fill comand

Pls mojang I am beg you to fix this in some places (specifically the places where there is a - sign in my coordinates) I cannot use the /fill commands or any command that edit the world pls fix this, this has been a problem ever since you added commands in ps4 ok bye
