Game Crashes When Launching Minecraft while WiFi is Off

This is my Brother's problem in Minecraft. He cannot play Minecraft if WiFi is not on. Not like in my phone, i can play offline. When he launches Minecraft in his Phone while WiFi is off, after a few seconds, it crashes.
