Parrot not landing or teleporting

My parrot that I recently got won't teleport no matter how far I go walking or running. It doesn't land at all either. At first it did normal behavior. But, when I fell in water, it got off my shoulder and won't land. The only way I've gotten it to land is by using a leash, but that only works some of the time.
