Purchases stuck on "This Shouldn't take long" and Apple ID money not working.

So basically I was trying to purchase 2 different sets of mine coins when it said I could only use a Credit/Debit card for each but I just wanted to use my Apple ID and it would not let me. Also when I tried to purchase them again it was stuck on the "This should not take long screen". If you could help me resolve this issue I would appreciate it. -Adam
