Incorrect Teleport Cords

Steps to reproduce:

Expected Results:
Let’s say if I teleport to 145 6 149 it will teleport me there.

Observed Results:
But if I teleport to 145 6 149 it will just teleport me to 145 6 148 instead of 145 6 149

When I was teleporting to a specific cord(Ex: 100 9 100) it will teleport me to 100 9 99 instead, sometimes when teleporting to someone thing it will be 1/-1 block out of the X/Z cords.
