Tipped Arrow Still Applies Effect When Blocked By Shield

Strays' arrows are still giving me the slowness effect when I block their shots. Although, if I shoot any tipped arrow in the air, and block it as it comes down, I don't get the effect. So, this might just be the issue with strays.
