Conduit power particles are not ambient/transparent

The particles from the conduit power effect provided by an active conduit are supposed to be ambient/subtle like beacon effect particles. However, currently they are solid like potion particles.

How to reproduce

1. Build a conduit structure
2. Obtain the conduit power effect
3. Observe the particles
