Command block minecart is not disabled after disabling command blocks

Command blocks are disabled correctly when using the gamerule commandblocksenabled false

But it doesn't affect the command block minecarts and they keep working.

Steps to Reproduce:

1. Do /gamerule commandblocksenabled false
2. Place a command block minecart on an activator rail with redstone power
3. Add any command to command block minecart
4. Command still executes, even when command blocks are disabled
