Villager will fail to level up

I was in my village leveling up my villagers when multiple of my villagers did not level up even though In filled up their experience bars. This is a very annoying bug, and it almost makes villagers unusable. The only way to get around this issue was to trader the same trade I just traded, and it would sometimes be fixed.
