u can use commands while having cheats off

by doing /execute@s ~~~ gamemode c u can go into creative mode and still get achievements because technically cheats are not enabled u can also do /effect@s /give@s
u can even use command blocks and do commands like normal because command blocks are enabled even while cheats are not enabled plz fix this bug because it is truly game breaking
