Raids do not trigger when entering a village with Bad Omen

I was playing Minecraft in my regular survival world and got Bad Omen from killing a pillager raid captain that was near my base. I went back to my man-made village to start a raid to get Hero of the Village but the raid did not start. I just kept Bad Omen and nothing else happened. I have tried this in two other worlds in both man-made villages and naturally-spawned villages and it isn't working.

What I expected to happen was....
An illager raid would start

What actually happened was....
Nothing

Steps to Reproduce:
1. Kill a raid captain.
2. Get Bad Omen
3. Go to a village
