The sound for when a tool breaks will occasionally not play.

Unfortunately I could not find the exact occurrences that cause this to happen, but every few tools, the sound effect of it breaking will not play. I believe it could possibly be from other sounds over lapping, but I have had times where the tool breaks in a quiet area, and the sound effect will not play.
