I can use commands without turning on cheats

I can use any command in a world with cheats not activated, as long as it goes after a /execute @s command. I have only yet tried this with /give, but I think that it will probably work with any other command, including /gamemode, effectively allowing the player to earn achievements in creative, without turning on cheats.
