Creative mode in Survival

I am playing on the xbox one console edition of bedrock. There is a drastically problematic bug that allows the player to enter creative mode while cheats are turned off and achievements are on. If someone starts a new survival world with cheats off they can open chat and type "/execute@s ~ ~ ~ gamemode c" and they will be in creative, allowing them to easily obtain all achievements. There is a similar problem with the /give command. These problems were brought to my attention by watching YouTube videos explaining how to do it.
