minecarts don't attach to rails under soul sand

minecarts are supposed to attach to rails underneath soul sand or other block less than a full block tall. This feature was intentionally added to java edition in the nether update but not bedrock edition. It's a pretty niche feature but still breaks some contraptions and stuff.
