Villagers pathfind in minecarts

Villagers inside of minearts can pathfind and move their minecarts when the minecarts shouldn't be moving, for example on unpowered powered rails. I've noticed the problem more on rails that move up or down. I don't know if it affects any other mobs in minecarts.
