Drowned are spawning like crazy in the ocean

So I made and played a behavior pack where the Drowned have a high targeting distance, and every time I go in the ocean in survival and kill the Drowned, they keep on spawning over and over again like I didn't kill any of them. I sure hope this can get fixed soon.
