Bone meal not working in one block deep water

Bone meal does not work in one-block deep water. The green particles of bone meal appear and the bone meal is consumed, but no sea grass grows.

Steps to Reproduce:

1. Use bone meal in one-block deep water

Observed Results:
Bone meal is consumed, but nothing grows.

Expected Results:
Seagrass and coral grow.
