i cant get RTX to enable

I have followed the instructions to enable rtx.  install windows 10 edition. install insider hub to join rtx beta. Beta version will not start.  i cannot tell if i am pending to join RTX version through insider hub or if i have done something wrong or missed a step. I meet the hardware requirments.
