Structure generation in nether in pre-1.16 worlds

I have noticed a bug that involves structure generation, mainly bastion remnants and nether fortresses in the nether when the nether generation started pre-1.16, and more of the world was generated post-1.16. It causes them to only partially generate, even when there is no other structures in the way of the generation.
