Sweet berry bushes can be setblocked onto coarse dirt and podzol, but not placed

When placing a sweet berry bush (using the sweet berry item) on a coarse dirt or podzol block, the action fails. However, when setblocking a sweet berry bush on those blocks, the setblock works, and the block behaves as it does on grass blocks.
