Target block didnt route redstone signal from redstone wire

Expectation :

"The target block inteded to emit the redstone it got from a redstone wire/torch connected to it, to another wired/lamp/piston/etc".

But in reality,

It didnt emit the redstone signal it got from a redstone wire/torch. The lamp attached above/sided/below the target block did not turned on.

I dont know ia this a bug/issue or only a not available feature. Sorry for the messed up english.
