My nether reactor is active but nothing happens.

My nether reactor core portal says that it is active, but the nether spire never shows up. I don't know what might be happening because I've looked at the Minecraft wiki for help, and I have watched multiple videos on how to successfully do so. Also, I'm in survival mode. Do you know how to fix it?
