Kick Command Doesn't Let People Back Into The World

I testing the kick command on my Minecraft Bedrock world and tried kicking another player. When they got kicked I restarted the world so they could join back however they could not. I tried restarting the game and nothing happened. I even restarted my console but my friend could not get back on the world. Is this intentional?
