I cannot add a texture pack to a realm I am playing on and neither can the owner of the realm

When I try and add a texture pack to a Minecraft Realm I am part of it simply does not show up in game. However it does when I use it on one of my own worlds. The owner of the realm cannot add a pack to it either and neither can the other people that use the realm.
