Windows' Game Bar "Clip Tool" does not work properly anymore

Windows has a clipping tool that can be used to record the stuff you did in-game. This tool did work prior to 1.16 but ever since the update i believe it doesn't work anymore. It just records a frame of the last 5 minutes and leaves a long trail of your cursor along it.
