Other Players Skins Won't Appear.

When I load onto a server I see players, but all those players are the default Steve and Alex skins, iv'e also just gotten the game. Also, custom heads are reverted to Steve heads. Server NPCs also have the problem, it spans multiple servers too. ALSO I'm playing on 1.15.2 instead of 1.16.1, there was no 1.15.2 tag and it was mandatory.
