Execute-detection functions not using right detection

When using the command execute @a ~ ~ ~ detect ^ ^{1.5 ^1.5 redstone_ore 0 say success} in a function, it doesn't get the correct block placement. Instead of it being based on perspective with  ^1.5 ^1.5, it instead uses the position like ~ ~1.5 ~1.5. 

 

This only happens in functions however as running the command through chat or with a command block runs the command correctly.

(In the screenshot, the redstone ore is textured as the nether reactor core, bug still applies)
