Underwater Graphical Bug

When I go underwater and look upwards at an angle, I get these strange artifacts that cross my screen and flicker as I pan the camera around. If I go closer towards the surface they disappear and when I go deeper they get worse.

I've noticed they disappear completely at night time and I think become worse when the sun is directly above.

It only happens in deep bodies of water, not in rivers or shallow lakes.
