Fishing rod casting mechanic bug

I noticed on the update to 1.16 and now in 1.16.1 there is a bug when casting the fishing rod.

I expected to be able to cast the line from the fishing rod on a single right-click when aimed at a water block.

What is happening instead is that while holding the fishing rod when I right-click to cast, the casting sound and animation occur but the line/bobber are not released. This bug seems to occur about half the time. I tested 100 casts in 10 sets of 10 and had an average of 4.7 unsuccessful casts out of 10.  There were 4 sets of 10 casts where there were 2 or fewer unsuccessful casts out of 10. There were 5 sets of 10 casts where 6-7 casts out of 10 were unsuccessful. One set of 10 casts was entirely unsuccessful.

Other information:

I do not think it is the case that I have not clicked for the correct duration. 

I do not have the ability record this bug occurring. 

I was attempting to fish from the shore into an ocean at Y level 64.

This bug also occurs when casting while aiming at a non-water block.

The fishing rod I used is enchanted with Luck of the Sea III, Lure III, Unbreaking III, and Mending.

The bug occurs with an unenchanted fishing rod as well.
