Multiple platform syncing issues

This problem mainly started when the Nether update was released but happened somewhat in previous versions. All content purchased/owned on any Bedrock version should easily transfer to any other bedrock version. When I log on to my Windows 10 version of Bedrock, none of the content bought/owned on Nintendo Switch is transferring over or showing up on the Windows 10 version with the exception of Texture Packs. Skin packs and custom skins are not showing up.
