Respawn Anchor can be exploded even with TNT Explodes/Mob Griefing off

Respawn Anchor can be exploded in the Overworld even with TNT/Mob Griefing off, which is pretty problematic for countering griefing. A good solution to this may add a gamerule with cheats on disabling explosions of this sort.
