Breaking blocks with enchanted items does not speed up appropriately

unless you are lucky and get the "tick" right - efficiency 2 and above (on diamond picaxes) does not break blocks any faster - this is easily replicated - make a pickaxe with efficiency 2 3 and 4 and just break blocks - you will notice unless you start at exactly the right time - you will not have any increased breaking speed.

Before better together this was not an issue.
