Redstone torches not turning off when being hard powered

When you place redstone torches in the configuration : Solid block, redstone dust on top of it, redstone torch on the side, redstone torch on the other side, Solid block on top of each torch, and then you power the dust or any of the blocks, the two redstone torches will stay activated.

Expected result : 

The two redstone torches are off .

Actual result :

the redstone torches stay on.

How to reproduce : 

1. Place redstone torches in the configuration : Solid block, redstone dust on top of it, redstone torch on the side, redstone torch on the other side, Solid block on top of each torch
2. Power any of the blocks
