/execute problem with other dimensions

If you set a repeating command block inside a ticking area to something like:

execute @a ~ ~ ~ detect ~ ~-1 ~ netherrack -1 say I am standing on netherrack

Without the "detect" it works fine in any dimension, but with it, it only works in the overworld
