Achievements can be enabled in Creative mode

I'm not sure if I should put this here (it’s more of an exploit than a bug), but I have found numerous maps (search "Achievments" at mcpedl.com>maps>.mcpack for examples) that allow achievements to be gained with cheats enabled.. 

What I know:

There are many maps online that have been modded to allow cheats (Creative Mode, Commands) while still having achievements enabled. In order to make this report, I tried one of the maps, and was able to complete an achievement. 
I think it’s possible by modifying a world file (I picked this up by scanning comments on one of the maps).

I’m not sure if you need this info, but my XBOX live Gamertag is TheWarHawk2005, I have an IPAD Pro, and use the most recent version of MCPE (1.16.0).
