Soul sand does not create bubble columns from one source block

In previous version placing a single source block and letting it flow down to contact a block of soul sand would create a bubble column, changing all of the blocks to source water blocks.  Now each block water space must be placed as a source block for the bubbles to flow.  Is this intentional?
