Turtle eggs still can only be placed above certain blocks

The bug

On bedrock edition, there were some blocks that required an block underneath to be placable, like for example pumpkin, jack o lanterns fence gates and turtle eggs. 1.16 was supposed to remove this, so you can place these blocks floating and don’t need a block underneath to be placable, however turtle eggs are still affected.

How to reproduce:

1. Build a wall
2. Try to place a turtle egg floating at the wall
   You can’t place it, but with fence gates, pumpkins and jack o lanterns it works.

Expected result: Turtle eggs can also be placed floating.
