Zombies not spawning. Lots of creepers, skeletons, witches, but no zombies

Zombies are not spawning, i have created a two different sky spawners and get lots of creepers, skeletons, witches and even spiders (though the spawn pads only have 1x16 strips) but no zombies. at night very few zombies spawn anywhere as well
