Worldbuilder ability not functioning

When enabling the worldbuilder ability for any player in a mincraft bedrock education edition enabled environment, the ability fails to change their building ability, specifically while either in adventure mode or in an immutable world. This bug breaks my current realm and we have had to shut down till further updates fix this problem
