[MCPE-86387] When I dispense tnts by dispenser to block which with air underneath, tnts get buried in block.

I make TNT cannon.

But I found a bug and will report it.

On version 1.14, I dispense tnts by dispenser to block(dispenser) which with air underneath, and the tnts fall into under the block.
