Cape and Character Creator Issue

The capes tab appear to be missing in my version of MCPE. I should let you know that I have restarted and deleted and reinstalled the game multiple times. Also, I would like to notify you that the character creation section is not working and thus I cannot create a character. These screenshots show the issue.
