Fishing doesn't cast or reel

When fishing, with enchanted pole or plain, sometimes it works and sometimes not. Clicking L2 does not always throw the line out. It also doesn't always reel the line back in. Also, amount of magic books seems extremely low now. Spent 9 real hours, 2 days in a row, (totaling 18) legit fishing and only got 8 books, with all worthless enchantments. From multiple locations around the map. Bug is everywhere.
