Confirmed, as well with creepers.
I could not confirm this on build 14. The skeleton continued to look directly horizontally or look around while slightly turning its body. I tried on creative and survival with difficulty setting up (i.e. not peaceful). Perhaps post a screenshot?
Perhaps they fixed it as I tested this in build 13 on my Tab 3, but I didn't see it mentioned in the changelog for build 14. I could be wrong.
