incorrect animation of hands

I play with view bobbing off, in the new update I noticed when holding a map in off hand, my arm would move very strangly as if I have view bobbing on. Also when not holding anything in my main hand, my arm would also move (but I'm not sure if that is normal)  I did check that view bobbing was off
