Once a Banner is placed it DOES NOT stack with other unplaced(just created) banners of the same kind

How to reproduce: create 3 banner in the same color. Place one Banner down and put it back in to the inventory(destroy & pickup) after that the just placed banner does not stack with the other "unplaced" banners.
